Europe’s learning systems in 2040: new Cedefop research maps five policy scenarios

Europe’s goal of creating a borderless learning space—where qualifications and skills are easily recognised across countries and systems—remains unfinished despite years of policy efforts.

A recent Cedefop report explores how lifelong learning in Europe could զարգ evolve by 2040, highlighting ongoing challenges in making learning outcomes fully transferable. It identifies key trends such as digital credentials, recognition of non-formal learning, improved quality systems, and more flexible, personalised learning pathways.

The study outlines five possible future scenarios, ranging from highly integrated and flexible systems to rigid, standardised ones with limited mobility. These scenarios show different trade-offs for learners, providers, and policymakers, especially in balancing flexibility with structure.

Rather than predicting the future, the report encourages reflection on current policy choices and their long-term impact on building a more connected and effective European learning system.
