The publication Bulgaria – 2025 Skills Forecast, released by CEDEFOP, provides an overview of expected labour market developments and future skills needs in Bulgaria up to 2035. The report analyses trends in employment, demographic changes, sectoral developments, and occupational demand within the context of the green and digital transitions affecting the European labour market.
According to the forecast, Bulgaria is expected to experience a gradual decline in overall employment due to demographic challenges, including a shrinking and ageing population. Despite the decrease in the working-age population, labour market participation is projected to increase, reflecting efforts to mobilise inactive groups and extend working life.
The report highlights significant structural changes across economic sectors. Business and other service activities, including information technologies, professional services, and engineering-related activities, are expected to show stable growth. In contrast, employment in agriculture, manufacturing, and some traditional industries is projected to decline over the forecast period. Technological transformation and automation are identified as key drivers of these changes.
CEDEFOP forecasts that most future job opportunities in Bulgaria will result from replacement demand rather than the creation of new jobs. Many workers are expected to retire or leave the labour market, creating demand for qualified replacements across several occupations. Professionals, technicians, service workers, and associate professionals are expected to account for the largest share of future job openings.
The publication also stresses the increasing importance of higher qualification levels, digital competences, and lifelong learning. The report underlines the need for policies supporting upskilling and reskilling, especially in response to labour shortages, digitalisation, and the green transition.
Overall, the report presents Bulgaria’s labour market as one undergoing significant transformation, where demographic pressures, technological change, and skills adaptation will play a central role in shaping future employment trends and workforce needs.
