The publication Bulgaria – European Inventory of NQFs 2024, published by CEDEFOP, provides an updated overview of the development and implementation of the Bulgarian National Qualifications Framework (BQF) within the context of the European Qualifications Framework (EQF). The report examines the structure, governance, and role of the BQF in supporting lifelong learning, transparency, and comparability of qualifications across Europe.
The Bulgarian qualifications framework, adopted in 2012, consists of eight qualification levels aligned with the EQF. The report highlights Bulgaria’s continued efforts to strengthen the integration of qualifications from general education, vocational education and training (VET), higher education, and adult learning into a coherent national system. Particular attention is given to the role of learning outcomes in qualification design and quality assurance processes.
The publication also outlines recent policy developments since 2022, including measures aimed at improving digitalisation, labour market relevance, and access to qualifications. It emphasizes the growing importance of validation of non-formal and informal learning, as well as the need to address skills shortages and support workforce adaptability in the context of the green and digital transitions.
According to the report, the Bulgarian NQF plays an increasingly important role in supporting transparency and mobility within education and employment sectors. However, challenges remain regarding stakeholder engagement, wider use of learning outcomes, and the further development of validation mechanisms for lifelong learning.
Overall, the publication demonstrates Bulgaria’s progress in aligning its qualifications system with European standards and underlines the strategic importance of the national qualifications framework for education reform, employability, and social inclusion.
