This database is the main source of information about vocational education and training (VET) systems in the European Union, Iceland and Norway.
It helps policy makers, social partners, researchers and other stakeholders better understand similarities and differences of national VET systems through easy-to-navigate up-to-date descriptions that are structured by theme. The database also contains detailed information about each VET programme type, including qualification levels, share of work-based learning, providers, target groups, etc.
Cedefop has designed, piloted and populated the database in close cooperation with national partners with the view to provide access to VET system information for all but also to meet specific needs of users. These needs were identified during the pan-European ex-ante evaluation that preceded the development of the database.
Data collection for this database is being supported by ReferNet – a network of institutions across Europe representing all Member States, plus Iceland and Norway. The network is partly financed by the European Union and provides Cedefop with information and analysis on national vocational education and training.
Cedefop populated the database for the first time in 2019. Updates are foreseen every two years. The database will also contain the historical data.

Cedefop has initiated an in-depth study focusing on the effects of coronavirus on career guidance. The study is conducted jointly with the European Commission, the European Training Foundation (ETF), the International Center for Career Development and Public Policy (ICCDPP), the International Labor Organization (ILO), the Organization for Economic Co-operation and Development (OECD) and UNESCO. The study is an expression of a shared commitment to support and universal access to guidance systems and services, as presented in the joint statement Investing in Career Guidance (https://www.cedefop.europa.eu/en/publications-and-resources/publications/2227 ), published in December 2019.

According to ILO data, more than 94% of the word population are affected by lockdown measures caused by COVID-19 situation. A great deal of these people are facing threats such as job loss and business closure, as well as the inability to work because they have to take care of their children. Several new studies have also highlighted that between a quarter to a third of all jobs in European economies could potentially be performed from home.

The state educational standards developed by experts of professional fields together with NAVET experts, are based on the Recommendation of the European Parliament and the Council on the establishment of the European credit system for vocational education and training (ECVET). On July 1, 2020, European Commission presented European Skills Agenda for achievement of sustainable competitiveness, social fairness and resilience. The document contains goals and priorities for the next 5 years in the area of improving existing skills, trainings for acquiring new skills in the green and digital transition context as accompanied by demographic trends.

Progress in the organisation and the regulatory framework for implementing dual education and training in Bulgaria is noted. In 2019 Ministry of education and science approved a training program for mentors involved in the implementation of work-based learning. Also in Ministry of economy was created register for companies interested for partnership in dual VET.

In Bulgaria, the first models have been developed for improving the attractiveness of the most in-demand professions in the labour market. Models to increase the attractiveness of 16 professions in machine building, electrical engineering, transport and medicine sectors were developed by the Industrial Capital Association.
A study was first carried out to identify the main factors that determine a profession’s attractiveness: this was linked to the expectations of its possible benefits, on the one hand, and the relative difficulty and complexity of the training needed for its practice, on the other. A ‘multifactorial theory of the attractiveness of professions’ was elaborated and formed the basis for the development of attractiveness models. Two categories of factors with an implicit or explicit impact on the attractiveness of a given occupational sector, and occupations within it, were identified. Ways to make given professions attractive to learners were investigated.

2018 was the year of finalisation of the biggest in participation rate programme for vocation practicing among students in Bulgaria. The achievement of both principles of employability and knowledge and skills accumulation was regarded in it, as the vocational qualification services were framed under similar public funded programmes in Bulgaria and in the European Union.
