Recognition and validation of foreign VET qualifications in Europe

A new Cedefop publication provides a comparative analysis of the recognition and validation of foreign vocational education and training (VET) qualifications across the EU, Norway and Iceland. The study examines legislative frameworks, governance models and practices supporting access to further learning and employment, while exploring how these arrangements influence skills portability.

The report highlights that, despite growing use of the European Qualifications Framework (EQF), national qualifications frameworks and learning outcomes, recognition procedures for foreign VET qualifications remain diverse across countries. Key challenges include limited transparency, fragmented governance and weak links between recognition and validation of competences acquired through non-formal and informal learning.

The publication recommends stronger cooperation between relevant institutions, wider use of digital credentials and European transparency tools, and more user-friendly recognition procedures to facilitate learner and worker mobility across Europe.
