The National Agency for Vocational Education and Training (NAVET) manages an integrated information system (IIS) for data collection, storage, management and providing data and information for the demand and the offer of vocational training and guidance at local, regional and national level. The system is part of the e-government of the country.
The implementation of the IIS gives NAVET the opportunity to provide five types of e-administrative services online. They are related to the realization of one of its basic functions – licensing of vocational education and training centres (CVET) and centres for information and vocational guidance (CIVG). Virtually, the business representatives are given the opportunity for online licensing of CVET or CIVG, to check the status of their submitted documents which ensures transparency of the licensing procedures, controlling effect for the administration and improvement of the offered services.
IIS supports an updated database for all licensed vocational training and guidance providers on the territory of the and gives opportunity to generate various types of references like, for example all CVET offering training in a given vocation by location, current and planned qualification courses in a vocation or part of a vocation which are provided by the separate CVET etc. The modules are accessible for the different users and NAVET experts at a different level of access.
The information system supports the following registers:
1. Register of the licensed CVET
2. Register of the licensed CIVG
3. Register of the licensed CVET whose licence has been revoked
4. Register of the licensed CIVG whose licence has been revoked
5. Register of external experts
6. Register of the NAVET expert commissions members
7. Register of the work group members developing the State educational requirements for acquiring vocational qualification
8. Register of the teachers
The system offer current and reliable information for various groups of users. By providing publicity of the offered vocational training courses it enables the unemployed and the employed to plan and enroll for the specific training at the right for them time and place. This helps the employers, who are interested in improved in-service training of their staff, to choose the providers suitable for their specific aims. The system allows online submissions of training applications. There are opportunities for issuing “A qualifications wallet” for the trainees.
All administrations and organizations can use the e-services of NAVET in order to check quickly the status of the candidate-providers for vocational training funded by the state budget or by Operational Programme “Human Resources Development” and also to check the authenticity of the issued certificates by the CVET.
Supporting up-to-date, reliable and well-structured information concerning the provision of vocational training and guidance services provides opportunities for analyzing the continuing vocational training as basis for adequate solutions by the responsible institutions related to the continuing vocational training in the context of the lifelong learning.
IIS has been created and implemented within the framework of a NAVET project funded by the Operational Programme “Administrative capacity”.
